Establishing systematic cooperation with the State Border Guard Service of Ukraine and the Air Force of the Armed Forces of Ukraine

A systematic analysis of complaints concerning each military unit and joint work on regulatory changes in the interests of service members — these are the areas of cooperation agreed upon during a series of meetings with the command and units of the Air Force of the Armed Forces of Ukraine and the State Border Guard Service of Ukraine.

We will regularly provide the Air Force Command and the Administration of the State Border Guard Service of Ukraine with the Office’s analysis of complaints. This will help monitor the situation in each unit: how the number of complaints changes over time, where problems recur, and where the attention of the command is needed.

We emphasized that the priority should be to eliminate the causes behind complaints and their recurrence. If these are ineffective regulations, departmental instructions or organizational processes, the Office is ready to assist in improving them.

The Air Force Command drew attention to the issue of granting combatant status to service members who perform tasks outside designated combat areas. In particular, technical personnel at airfields perform their duties under the constant threat of air attacks, while service members of radio-technical units move equipment out of harm’s way. However, current legislation does not take into account the specific nature of their service.

The Office will review the proposals submitted by the command. In addition, we will prepare amendments aimed at regulating the payment of additional remuneration to service members of the Air Force of the Armed Forces of Ukraine.

The Administration of the State Border Guard Service of Ukraine emphasized the importance of further cooperation with the Office in supporting service members who have returned from captivity. We also plan to continue conducting training for State Border Guard Service personnel on what to do in the event of capture.

At the request of military units, we will also provide assistance in other areas, including developing organizational culture and military leadership, conflict mediation, and more.
