Office of the Military Ombudsman

The Office of the Military Ombudsman is a permanent advisory body under the President of Ukraine, tasked with supporting democratic civilian oversight of the security and defense sector, particularly with regard to protecting the rights of military personnel, reservists, members of territorial community volunteer formations, and participants in the resistance movement.

Since September 2025, the Office has been headed by Military Ombudsman Olha Reshetylova (Kobylynska).

The Office of the Military Ombudsman operates in accordance with the Constitution and laws of Ukraine, international treaties ratified by the Verkhovna Rada of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, other regulatory legal acts, and the orders and directives issued by the Military Ombudsman and the Chief of Staff of the Office of the Military Ombudsman.

Key Tasks of the Office of Military Ombudsman:

  1. Facilitating the exercise of democratic civilian oversight over the security and defense sector with regard to ensuring that the rights of persons covered by the Law of Ukraine “On the Military Ombudsman” are respected by military authorities (management bodies) and commanders (chiefs);
  2. Facilitating the identification of facts of violations of the rights ofpersons covered by the Law of Ukraine “On the Military Ombudsman,” anddetermining the causes and conditions that lead to such violations;
  3. Analyzing the identified causes and conditions that lead to violationsof the rights of persons covered by the Law of Ukraine “On the Military Ombudsman,” preparing generalized proposals regarding ways (methods) tominimize and eliminate the identified causes and conditions that lead toviolations of the rights of persons covered by the Law of Ukraine “On the Military Ombudsman,” preventing their occurrence in the future, and alsoassisting the said persons in restoring their violated rights;
  4. Preparing conclusions and recommendations for military authorities(management bodies), commanders (chiefs), as well as other state authoritiesand their officials, in order to enhance the effectiveness of safeguarding therights of persons covered by the Law of Ukraine “On the Military Ombudsman”;
  5. Providing ongoing information-analytical, organizational, and othersupport for the activities of the Military Ombudsman.
