Unified email address for complaints and appeals to the Military Ombudsman is now active
The Office of the Military Ombudsman has launched a unified email address for submitting complaints and appeals: skarha@milomb.gov.ua .
In accordance with the law, the Military Ombudsman specializes in matters related to military service. Complaints may be submitted by servicemembers, their family members, as well as persons authorized by servicemembers.
To submit a complaint or an appeal:
- prepare a written appeal addressed to the Military Ombudsman, describing the essence of the issue;
- attach, where available, documents confirming the facts stated in the complaint;
- indicate your email address and mobile phone number for contact;
- send the appeal and supporting documents to the official email address of the Office of the Military Ombudsman: skarha@milomb.gov.ua.
Anonymous complaints are not considered, except in cases where such a complaint concerns a specific violation and contains factual information that can be verified. At the same time, the Office of the Military Ombudsman guarantees confidentiality and does not disclose the personal data of servicemembers. A request to ensure confidentiality may also be indicated in the subject line of the email when submitting a complaint.
As of January 2026, the Office of the Military Ombudsman is preparing to launch a hotline with a short number and enable complaint submissions via the Army+ mobile app.
